Transneft Kozmino Port has commissioned a unified supervisory control system (USCS). This will allow for optimising the management of the process of crude acceptance and transportation via the Eastern Siberia — Pacific Ocean (ESPO-2) pipeline, as well as its shipment to sea transport.
Vadim Golovchenko, Deputy Director General for Commodity and Transport Operations, notes, "The main feature of the USCS is that it is based on the unified principles of dispatch management systems adopted in Transneft subsidiaries. This makes it possible to react quickly to changes in pumping parameters that go outside the permissible range, to access data archives for analysis of pipeline operation. In addition, the unified system is designed to ensure complete control over process switching and commercial operations.
As part of the transition to the USCS, the Kozmino regional control centre has been technically upgraded. The dispatcher room was revamped and an oil transport control centre was arranged A number of technical solutions have been implemented to improve working conditions of operational personnel: ventilation, air conditioning, fire alarm and voice alarm systems were replaced, and an uninterruptible power supply system was installed. New server equipment was provided, which meets the latest requirements of the company in terms of reliability and information security characteristics.
Implementation of the unified supervisory control system allows using the latest tools in the field of oil transportation processes automation among Transneft subsidiaries and will increase reliability and safety of oil transportation processes control.
