Transneft Kozmino Port has held an emergency response drill on containment and elimination of simulated oil spills. The drills took place in the water area of Kozmino Bay, where the coastal and berthing facilities of the oil port are located.
According to the drill scenario, the dispatcher received a signal on a simulated oil release. In connection with the “emergency”, an emergency operations centre was set up to coordinate the oil spill containment and elimination.
As the main response forces and technical means had arrived on the site, work to eliminate the consequences of the simulated emergency began. Booms were deployed on the water area. Specialists practised containing and eliminating a simulated emergency. Upon completion of the drill, the port dispatcher reported that the emergency had been eliminated.
A total of 89 people were involved in the drill: employees of emergency maintenance divisions, areas and business units, the fire station and professional emergency rescue teams of Transneft Service’s branch. 20 units of special equipment, including marine—floating crafts, tugs, boats and floating tanks—were used.
During the drill, joint actions of the Kozmino oil port divisions and the professional emergency rescue team of Transneft Service were honed. In addition, the adequacy of the forces and means involved in eliminating an emergency oil spill has been verified. The result of the training event confirmed the high level of training and the correctness of personnel actions when responding to emergencies. The results of the drill show that the simulated oil release was contained and eliminated in full within the normative timeframe, there was no threat to environmental safety.
